Bali’s private villa managers have joined forces to establish the Bali Villa Rental Management Association (BVRMA), a new initiative aimed at tackling the surge of illegally operating villas across the island. This move is set to enhance tourist safety, protect local business owners, and ensure compliance with Bali’s tourism regulations.

Formally inaugurated this week by Bali’s Deputy Governor, Nyoman Giri Prasta, the BVRMA brings together 70 companies managing over 1,000 private tourism rental properties.

Combating Illegal Villa Operations in Bali

Kadek Adnyana, Chairman of the Bali Villa Rental Management Association, highlighted that the association aims to curb the growing number of unlicensed foreign-owned private rental villas. He emphasized that illegal villa operations pose a significant risk to tourist safety and undermine local businesses.

“We must ensure that Balinese people and culture remain the main pillars of tourism. We cannot allow unregistered and incompetent outsiders to operate businesses without proper authorization,” Adnyana stated.

Key Findings on Illegal Villas in Bali

Research by the BVRMA revealed a rampant presence of foreign-owned illegal villas in key tourist hotspots, including:

  • Canggu – A top destination for digital nomads and surfers.
  • Uluwatu – Famous for its cliffside resorts and luxury retreats.
  • Ubud – A hub for wellness tourism and cultural experiences.

Adnyana explained that their survey uncovered undetected villa operations, with tourist occupancy levels not aligning with officially registered accommodations.

“These areas are densely populated, but our data shows discrepancies in tourist stays. Many visitors are likely staying in unregistered villas that bypass legal requirements,” he noted.

Government Action to Regulate Bali’s Villa Market

Deputy Governor Nyoman Giri Prasta emphasized the need for stricter regulations, stating that the Bali Provincial Government is working to prosecute illegal villa operations.

“We need clear regulations to take action against unauthorized villas. With the support of the Bali Villa Rental Management Association, we can ensure that only legally compliant accommodations operate in Bali.”

One of the key challenges discussed is how some foreign investors acquire properties through marriage with Balinese citizens, bypassing investment restrictions. The government aims to tighten regulations and enforce stricter ownership rules.

“Foreigners must respect Bali’s customs, culture, and laws. This association helps us regulate the industry, ensuring Bali’s tourism sector benefits locals and remains legally compliant,” Prasta concluded.
